The EU project NEUTRALPATH, through its ‘City Alliance’, supports small and medium-sized towns in their green transition

How can towns and cities become climate-neutral whilst creating liveable neighbourhoods? The NEUTRALPATH City Alliance is a key platform for cooperation, knowledge transfer and innovation in the field of climate-neutral urban development, and invites towns and cities to get involved. Since its launch in February 2025, the City Alliance has been bringing small and medium-sized towns together to exchange ideas, and will continue to do so until the NEUTRALPATH project concludes in 2027.

The Alliance’s aim is to disseminate clean and advanced energy solutions amongst European cities, make them accessible and facilitate their implementation. A particular focus is on supporting small and medium-sized towns and municipalities in structurally weaker or peripheral regions.

The ‘ City ’ Alliance facilitates the systematic exchange of knowledge, planning tools and best practices. It offers practical insights into the development and implementation of Plus-Energy Districts (PCEDs) and supports towns in adapting these approaches to their local circumstances.

A key added value lies in the following specific support formats:

  • Participating cities gain access to specialist webinars and workshops featuring experts and practitioners from the public sector.
  • A tailored capacity-building programme for PCEDs incorporating technical, political and participatory approaches.
  • Peer-learning and mentoring formats for the direct exchange of experiences, supplemented by optional on-site visits to NEUTRALPATH cities.
  • Access to project-internal knowledge resources, tools and replication guides.

The primary aim of the NEUTRALPATH City Alliance is to support cities in achieving climate neutrality that have so far had little involvement in European innovation initiatives. In doing so, participating regions can benefit in particular from the EUROCITIES network of over 200 cities and the Alliance’s collaboration with the NEUTRALPATH community, the NetZeroCities mission and the Covenant of Mayors.

The NEUTRALPATH City Alliance thus promotes a broad exchange of experience and mutual support amongst the participating cities. Small and medium-sized cities are explicitly encouraged to take part.
