Shaping the future Dresdens

City administration launches extensive public participation in INSEK 2035+

The state capital Dresden is calling on citizens to actively participate in the updating of the Integrated Urban Development Concept Future Dresden 2035+ (INSEK). With the start of a four-week, intensive participation phase, the administration is seeking the opinions of Dresden's citizens on the four central future topics that will determine the city's development in the coming years.

The INSEK is the city administration's central strategic guideline. It defines the priorities to be set in the fields of culture, economy, climate and quality of life. To ensure that the city of Dresden is on the right track with its current plans and visions, the INSEK is regularly revised. As a prelude to the current update, the opinion of the citizens is sought.

"We need your opinion!"

Building Mayor Stephan Kühn emphasizes the importance of feedback: "The framework conditions for the development of Dresdenchange regularly. We now have insights into future housing requirements, economic development and the consequences of climate change for Dresden that are not reflected in the current concept. However, setting the right priorities is all the more important in times of tight municipal funding. But we can only set the right course if we know what people's priorities are in Dresden. The current public participation is therefore the core and basis for updating this concept!"

Four weeks for four future topics, one topic per day

The participation is divided into an online survey and an extensive program in the city forum:

  • Online survey (January 7 to February 6, 2026): Via the website www.dresden.de/insek, a questionnaire can be completed in around ten minutes, in which participants are asked to weigh up objectives for the city and give their vision for the future Dresdens
  • On-site participation in the city forum (January 12 to February 6, 2026): In alternating weeks, the focus will be on one of the four future topics:
  • Dresden -City of Culture in Europe from 12 - 16.1.2026: e.g. "A building kit for building culture" on 12.1. or "Living urban culture strengthens cohesion" on 14.1.
  • Dresden -City with performance from 19 - 23.1.2026: e.g. "Smart, smarter, Dresden!" on 19.1. or "A strong Dresden for the surrounding area" on 21.1.
  • Dresden -resource-conserving and climate-resilient city from 26 - 30.1.2026:
    e.g. "Dresden becomes climate-proof" on 26.1. or "How to cool down on hot summer days" on 28.1.
  • Dresden -Liveable city for all from 2 - 6.2.2026: e.g. "City of short distances" on 2.2. or "Affordable living in Dresden" on 4.2.

Every day, experts from the city administration offices will be on site at the Agora in the Stadtforum (1st floor), Waisenhausstraße 14, 01069 Dresden to discuss these topics. Various formats will be used to inform and interact, including discussion rounds, keynote speeches and live polls on important issues. The exact topics, dates and times can be found on the website.

The goal: a compass for the administration

Dr. Matthias Lerm, Head of the Office for Urban Planning and Mobility: "The INSEK is the city's most important strategic development framework, on the basis of which decisions are made for the future. We have to implement and localize the major, sometimes abstract future issues such as climate change or demographic change for our city, i.e. translate them into concrete plans and projects. We are therefore asking the public: tell us what you think is important, what vision you have for the city."

The results collected from the online survey and the events will be incorporated into the update of the INSEK from 2026. The current INSEK and its implementation status can also be found on the city's website.
